JA's can now have a minimal conflict of interest (previously no conflict of interest)
Judges must have a Judges room separate from a regular volunteer room
Excellence requirements are now 40% (previously 30%)
Innovate form now goes right after the ToC (previously end of notebook)
Innovate required at all qualifying events
Students must cite all outside ideas not their own (previously just related to brainstorming)
Students who use libraries must cite libraries, explain what they changed, what they utilized, and understand what they’re doing

Excellence, Design, Innovate no longer have to be in roughly the top 30% of fully developed notebooks
In order to be considered fully developed, notebooks must score at least a 2 in the first 4 categories of the rubric (previously just greater than 0 )
Think, Amaze, Create, Build now require fully developed engineering notebooks
Notebook rubric now scores based on how original a team's ideas are
Interview rubric now has a new dedicated section for explaining creative aspects on their robot
