There are no specific instructions to make the robots you see in this video. However, you can find basic robot build instructions on vexrobotics.com

Why do robots look the same? Is this a requirement for the competition?
Robots built similarly is not a requirement. Robots do have to be built within size and specification of the game manual found at vexrobotics.com
No but a lot of people use this build because of how good it is. And some people lack creativity.
