Not necessarily. It can be a slap on the wrist or a punch in the gut. Just depends who's doing it to who, and often involves some kind of return.
They tend to be more powerful against smaller countries but against Russia, IDK. It might be be more like a slap to the face, it they can still return and bust out your nose. They will both be hurting, but one will be hurting more than the other. This is only if the US was the only country doing this. Pretty European country, even Switzerland, is implementing sanctions on Russia. Its not necessarily going to stop them, but they are getting slapped a bit more than then just s simple wrist slap. Putin might not care but his people will.

When your mom taps your hand in the cookie jar but you take one anyway. Right infront of her. Eating it. Saying you love tapped hands!!!

Problem with a sanctions is they're going to harm the American economy as well. And they've only been successful in about 2/3 of the cases that they've been used in.

Sanctions are actually worse for the country sending them, limiting the amount of money they get from businesses (lower amount of clients, buyers)
