done quite a bit of theory crafting with forced requisition back in the day, pretty nutso if you get it going with things like thunder dragon/graceful obv, but then it makes things like magic jammer and the sort a lot more appealing as well. only issue is you really need to open with it in your hand to really abuse it
Forced Requisition would be a good side deck option to tech in if you know your opponent isn't running Thunder Dragon/Sinister. Discarding for cost works too so you could use it in one of those decks
Forced Requisition seems very underpowered as card destruction and graceful charity are pretty much the only cards that allow you to activate it in the first place
Frontier Wiseman I don't think would ever he useful. Sasuke samurai isn't bad wouldn't mind running one in a Ben Kai deck to push when you have your set up. I'd rather use helpoemer over forced requisition. Goblin fan level requirement is so bad. It should just be flip effect and have no level requirement. I believe chiron the mage is a rather solid tech card that gets no love. 1800 beat stick that you discard to destroy a spell or trap. Would work great in earth decks.
Especially because you can discard TD activate that card. Grab both TD, then discard them. Or even if you had graceful in hand with sinister. Oh that would be so dirty

samurai #2 is a trash version of trunade, pointless. warrior decks have better choices, wasting a trap to handle flip monsters is stupid, the other two could find homes in some decks tho
I've been playing goat format for awhile now and what I could tell you is that every card has its use even the ones that seem useless as long as they are played in the right deck with the right cards

... Sasuke samurai #4 actually sees meta play and some players swear by it. No one plays number 2... it's garbage
I do mention #4 in my pinned comment. As for #2, yeah that's the point lol if everyone played it, it wouldn't be tech theory.
