Because Davis Chirchir said it loud and clear after the fake elections that Ogolla was a threat. They wanted to off him then but things were too volatile. So they appointed him to office in order to lull the country and offed him today when "things have calmed down somewhat". Now they can appoint the one they really want in that position.
There's a need for a nationwide therapy in Kenya. The mindset of the citizens is constantly one of suspicions and mistrust of each other, tribal lines and government passed down from generation to generation. Most people's opinions are not theirs. The helicopter could have flown so low in a bandit territory and shooting it down was so easy one could do it with both eyes closed . Of course the officers were on an inspection mission and hence flying at safe altitude could not have made any sense.
