Technically not turing complete. The amount of rules you can use in the actual game is limited. If you build an unlimited version it'd be turing complete.

The maximum level size and rule complexity limit means there are practical limitations, but if you extrapolate the rules of Baba Is You to an arbitrarily large playing area with arbitrary amounts of rules processing power, it's turning-complete.
