Nice work! I have a similar problem with my Troy Built Tiller. The shaft seals keep coming out. It seems like the bore that the seal goes into was machined too large. We have been using silicone to glue them in place but it doesn't last long until they work there way out. Its a 1979 model with a Briggs IC motor, its all original, starts good and works hard.
Put never seize on the shaft the pins drive the wheels. The pins removed where it slides to engage the belt or reverse lets the housing come off to remove pulley and get to the motor mount .
Didn't know the Briggs I/C were made back then.

Get locktite green seal retainer to fix the problem of seals walking off. Some use double seals to stop it.
Yes the loctite should help if not solve the problem.
Are you saying the pulleys are pinned to the motor shaft?
