Single greatest piece of advice for anyone interested in doing this: Learn and understand the Federal Acquisition Regulation (FAR)!!!! You won't understand what's in the contract if you dont understand the FAR. Then it's my job to terminate your contract for default, and you'll lose all of the money you put into it.

Yes you are the prime contractor bc you won the contract to provide tree removal services. You will need to read and study the RFP to determine how much of the contract must be performed by the Prime contractor and sub contractor. Every RFP/Solicitation will list out the duties of the Prime contractor and sub contractor. If it doesn't then you should ask the Contracting Officer to provide those details.

To be clear, I'm sure they'd usually PREFER to give it to a company, as that tends to ensure a greater capacity for the completion of the task, BUT as you know, a superbly written proposal (and maybe the lowest bid, too) can outshine that of a big company that's just "phoning it in" (if you'll pardon the expression), expecting to win. So the question is, if they do WANT to give it to the individual, would they be forced NOT TO, if s/he would have to be hired as a 1099 contractor ... or is that a perfectly normal arrangement? From what I have seen so far, crypto, even though they probably have a figure in mind, you are going to have to BID on the contract. Meaning, in the paperwork you fill out to win the contract, you have to put forth your best plan for fulfilling the requirements of the contract, and you'll include in this proposal how much you would need to be reimbursed for doing so. In other words, you'll probably not see how much they're willing to pay before you win it. Like, they may be thinking $18/hr with a certain pace of delivery, but then you and a bunch of others bid for it. They would go with whoever presents the best overall plan (sometimes even when the proposed wage is higher than they wanted). They MIGHT also pick a company and then negotiate a little, though I'm not really sure if that happens. But after the contract is awarded, all terms will be made very clear.

For what it's worth, here is my answer to the second part of your question: When you open the NAICS and drill down to a specific category, you'll see it lists a few companies who are already fulfilling these contracts. In the category I'm interested, all of the companies listed had at least double digit employees, and more than a third had over 100. So, I suspect (as you might) that even if they're WILLING to give these jobs to an individual, on a 1099 basis, they'll probably always prefer a company over a person, if only because a company looks more legit and will be assumed to be more capable of fulfilling these (often large) contracts. In the nonprofit world, I can tell you, a well-written proposal often tips the scales, though. Of course, that just brings us back to your question...

That's a great Vision, Dash, but these are to fill contracts, not to get grants. The way it works is... The government has predefined jobs/contracts; you search through them by combing the NAICS categories most closely aligned with the kind of work you can do or provide; then you bid (fill out a proposal), describing how you can fulfill their very specific contract requirements. You'll surely be struck by lightning before you find on this site EXACTLY what you want to do, though there may be some contracts on here that you would be able to help with that would also benefit the same population. For your specific ideas, though, you'll probably have much better luck trying to find a foundation that is looking to fund someone like you who wants to create and administer these kinds of programs. Generally, their RFPs (requests for proposals) are much more broadly written, open-ended even, so you'd just find a grant that your idea would satisfy, and write up your proposal.

One thing nobody ever talks about is insurance, I been wondering do you need insurance in most cases for the middle man strategy
You often do because an agency doesn’t always accept the subs insurance. It’s a bid by bid situation.
