It's early Beethoven, not Mozart. Mozart wouldn't plagiarise himself (this is basically a mash-up of the 40th symphony, piano concerti and 'E Susanna non vien!' from 'Le Nozze...'), he would provide original content while Beethoven would most certainly plagiarise Mozart.
