Here is the quote from their website: " Can I apply for a Chevening Award in the final year of my undergraduate degree? No. Chevening Awards are aimed at graduates who have already acquired some work experience. You must have already graduated from your degree at the time of application." It should not be a problem if you are working abroad after your degree and if you can explain why - but you need to demonstrate that you will return to your country of citizenship upon completion of your masters with cheering award. Selina, thanks for watching! in your application form you will have to input three courses that you have selected, and you have to apply to these courses as soon as possible to, as you will not be able to change these courses unless in exceptional circumstances. So it is not explicit whether you have to apply before or during the application process, but you will need an unconditional offer from one of these three courses to be awarded a scholarship.
It doesn't matter, the purpose of these scholarships is to help talent make a difference in their home countries with the help of getting education in the UK. You can look for other scholarships that don't have these conditions

It means that at least one university should give you a place unconditionally, meaning you would not need to take any more exams or proof any qualifications. I hope it is clear now, but let me know if not!
