This is a doubt question. We know that where ever venus sits, it will bring in a cut mark (it can be a birth mark, surgical mark etc.) Suppose, venus sits in 1st house of Libra asc. The cut mark will be on head (1st house) or private parts/hip (Body parts Libra take over) There can be many significations to a planet, house and sign. How can we pick the one specific event which happened?
This is probably one of the most fundamental astrology question which remains elusive for most. Answer of this lies in Basics :) .... Find which one is stronger Bhav or Rashi... one example of strengths can be that - some Rashi are strong in day, some at night.... similarly bhava is strong at different points (e.g. one of the way is dependent on degress of bhav madhya) .... Determining "strengths" is a critical skill which needs to be understood.... One relatively easy alternative is to find which signification from Moon and Sun also shows similar event :) ....

In other words: Based on previous karma these potentials to feel and express/experience certain things in certain areas of life are there, but how will they manifest if there are no "actors" to bring them about? For Example I have Leo asc with Jupiter and Saturn in first house, and no sign in fifth house. Does the first house Jupiter (and Saturn) influences the 5 th house as "actor"?
