It feels like you trace half ur stuff or just use things from pre existing media instead of creating your own thing, the CD mod has good sprite art but the 2D art is really faulty, I notice it especially with the game over screen and metal sonic's sprites. Also one of eggman's sprites seems to be traced from Sonic 3D Blast concept art.
Proportions also seem to be just off enough to make the drawing look wrong, and a lot of your animation is barely animation, and is at too low of a framerate
