He had a couple of rows of folks removed due to being disruptive, but the 2 woman at the 2 hour mark of this video at the front of this assembly are carrying on a full-blown conversation. Along with numerous other conversations blatantly had while you (mayor) should be listening instead of talking while someone else is talking.
