I didn't have a pin drive tool but used a socket with the same OD and fine all-thread to press the lower bushing out. The top bushing was driven out with a brass drift.

The WAVE washer goes on the bottom of the pin not the top surely? I just took my central beam pin apart and it has the original flat washer on the top of the pin, wave washer on the bottom.

You are correct. The wave washer is to preload the pin to hold the top seal assembly tight.
So you finally decided to buy a whole new axis? Most sure that the original was already no much there eaten away by rust.
