I agree on how the level of driving abilities are going down. I am a retired truck driver. And even though I enjoyed my job, and the people that I worked with that were my customers. I was happy as heck to get off the road. It had gotten to the place where I needed to plan for anything, because I had seen crazy things that you would never think anyone would try. It is no wonder that the government is pushing for autonomous driving.

The judge is required to tell them the max for that offense. If he is currently not competent and they are sending him to state hospital for care, how can they charge him for crimes he commits while incompetent? That sounds like the easiest not guilty by reason of insanity.
It'll get dismissed. It just has to reach the first probable cause stage where his lawyer can say "he was not sane at the time of his offense" and because he was already deemed incompetent and on a psych hold they'll likely waive a second forensic interview and drop the case. It just has to make it past arraignment, the arraigning judge isn't the one who can make that call.
It is a handy way of keeping him in the hospital to get him the help he needs. With our some leverage to keep him there, he can demand to be released, and they would have to let him go.

I think the people that came with photos of a stop sign which is way before a corner, where the road is hidden by a wall and trees. The guy blew the stop line, but stopped at a later point whence he could actually see the road. He brought photos of the location and where the police car was. It's in some old video here

I had a replacement truck they gave me while my truck was in for work, that the speedo and other gauges didn't work. And on my daily pre and post inspection report, I had listed this everyday. I was stopped for speeding, and the officer asked if I knew how fast I was going. When I said no, he asked why I didn't, so I told him why. I reached down and handed him my inspection book, and told him to read the comments for the last three days. And he gave me only a written warning which I was able to attach to my inspection form. I truck was sent back to me right away.
