RL is a vertical distance between a survey point and the datum surface.
Measure from Mean sea level or from temporary imaginary datum
Why not to take first angle negative ? For calculation of horizontal distance
Signs indicates above and below horizontal axis . And que is to find horizontal distance from A to B not BM to B
