The member could have suggested full pardon but Agong with his discretion & authority given by the Perlembagaan may say no. AND, it could be otherwise: the members of the Board (minus Agong) view there should not be a pardon but Agong decided for a reduction in the jail & charge terms. We could only speculate but at the end our upset does not give us clear right to blame just Anwar Ibrahim or any PM that be who sits in the board.
