Salem’s council work in divisions from the shadows, and aren’t that much powerful if they don’t. Take away their divisions, give them no place to escape the light, and they crumble with ease. Clover + Qrow + Elm can beat Tryian easily, and Ironwood + Winter can dispose of watts before he gets the chance to do anything. From there, they could focus FAR MORE troops into combatting Neo and Cinder, which means that the chances of winter not getting her powers drops tremendously.
