public comment period doesn't mean anything. Most of the time the agency ignores it. The fact is these rules are being created by special interest which is why Becerra refuses to answer.

Owens let Becerra off the hook by allowing him to say that no doctor would be forced to go against his religious beliefs to conform to the law. What Owens should've asked is would hospitals lose government funding if services at their facility failed to conform to the law. In other words, the hospital would have to make a choice between firing the doctor or getting government funding.
He tried it with another Senator and got caught, then used a lame "a doctor is not the same thing as a hospital" excuse to try and cover it up!

HHS can publish a rule for questions in the public register, but it will become a rule and it will be unlawful to break it. Basically departments pass "rules" that hold the same weight as laws. The ATF does it all the time.
