I did this! It was learned very quickly. They used it everytime they wanted to go out even just to bark at a squirrel. My chiweenie is afraid to walk through a doggie door so this helps.
Zak George has a really great video about how to do it. You introduce the bells on their own first and train the dog how to ring them, then add going outside after. I'm not a dog trainer, but I started teaching my puppy Zak George's method yesterday and he's 90% there already, where as the method in this video seems to be successful at a much slower rate.
The way my family and I did it was we gave a command (it can be anything but we chose “boop the bell”) we picked up the puppy and gently pushed his/her muzzle into the bell then praised them with a treat and took them outside. So every 40-60 minutes or when we saw they were about to go potty in the house we continued doing this. So eventually they associated ringing the bell with potty time outside.
Technically you're supposed to get the puppy to ring the bell themselves (even just accidentally) If you put her paw up, she's not going to understand that she herself has to do it, or that there's any correlation between the bell and going potty. That's why it took such a long time with a bunch of scratches and bites.
Better to have the knowledge to do things correctly to begin with though ;) I also have a hard time telling if the dog actually learned that she needed to ring the bell to go out or if she just touched it while playing.

I make sure that when she rings the bells, I take her straight to her potty spot. No lollygagging and no sitting/laying/sniffing/etc until she goes potty. I then take her inside after a quick minute or so. If she rings the bells and we take her and she doesn't go potty, I put her on "lockdown" where I don't let he wander the house. If she wines, I'll take her back outside to try and go potty again (ringing the bells each time). If she sleeps, then I'll let her sleep until she wakes up. Which I take her outside after every nap anyway. I think the important bit is to be consistent. She's slowly figuring it out. I used the bells for "outside" and for everything else that's outdoors, I use words like "play" or "walk" so she doesn't associate "outside" with anything but going "potty". Granted, I'm no professional and this may not be best practice. So ymmv.

How old was Phoebe when she started ringing the bell? We trained our 12 yo westie to ring the bell. Can’t remember how long it took. We have a 4 mo old westie now and we do what you guys did. Also do you crate her during the day?

I'm no expert, but I would think they should've focused on potty training this young puppy first and then focus on the bell training. The fact that the guy thought that it was more important to film the puppy having an accident inside Instead of correcting her by picking her up and rushing outside proves that.
This is not how you do it! Teach touch first, then touch the bell. You’re forcing them to touch something unwillingly. My puppy learned in a week! Now it’s nice out he hits the bells alll the time
Yeah she’s not getting it because you’re holding her paw and slapping it with the bell. Dogs are supposed to touch it with their nose and you reward them! Obviously she won’t get it

It Works! We just ordered a bell and it took 2 days for our puppy to get it but the entire family has to do it and every single time.

I think they should teach him to go outside then teach him the bell... They are expecting too much from a little puppy. One baby step at a time.

This puppy was to young to potty train. Get your puppies at 12 weeks or more for socialization from mom and litter mates. Hierarchy in groups matters.
I have bell trained my dogs to let me know they have to go to the bathroom.
