The incident was on OP. She even admitted to it herself. The dog was only spoked and by the sounds of it OPs father didn't press charges so the dog should be fine.

Dont pet every dog you come across, if they are with their owner and properly secured then you may ask for permission and go from there. You don't just rush up and get in a dog's face out of nowhere. That is just asking to get mauled.

Imagine if you were just walking your precious companion and out of nowhere a teen gets up in your dogs face and startled them. Causing the dog to panic and lash out. The sheer panic that woman must have felt now imagine afterwords she has to watch her dog get taken away and tested for rabies and etc including if he has the taste for blood now. And then possibly (most likely) learning they had to put down her dog. All cause some idiot doesn't know proper etiquette.
I get it dogs are cool and good boys, but dont just rush up and get in their faces. You will get mauled sooner or later. You need to gently make yourself known as not a threat and ASK for permission from the owner and if given slowly approach the dog giving the dog enough time to get a feel of you. And then you can attempt petting (afterwards depending on the dog's reaction maybe bend down to his level while petting him).
Dogs are cool but end of the day they are animals and have emotions too.

If your dog mauls a child/teen's face immediately upon being startled, they're poorly trained.
Don't pet stranger's animals without permission, and ensure unknown animals are properly secured by their owner if they're able to harm you.

I have been raised all my life around different dogs (about like 15) each different breeds and personality. If you get all up In one's face as a complete unknown stranger and loudly startled it. There is the possibility it may react like one person might.
Think of it like this, you can jump in front of a person from behind a corner and wave your face and hands at them. The person could react be A. Jumping and scream in shock. B. Laugh off your prank after the flinch. C. Not react, or D. React badly and take a swing at you. For all we know, that German shepherd in op's post was raised to be a guard dog or retired k9 unit both are trained to attack when there is a possible threat (op jumping in its face out of nowhere)
However yes it should be common knowledge if it isn't your dog and a completely stranger (what is the equivalent of a stranger, when they are a dog?) keep your hands to your self unless you ask for permission and are given said permission.
