I mounted/screwed in the holder first - then snapped on the blink then adjusted the angle. I found it easier

How to take out the snap piece on the blink to replace batteries

Nvermind, "The mount riser is used to increase the distance from the mounting surface to the camera, allowing for a wider range of motion when positioning the camera. "

It's to keep the water out if it rains ........put it back on when you put the batteries in the cam .
