I don't thinks it's water damage because the Active 2 is swim-proof up to 50 meters. I will suggest, you keep trying to do a hard reset by scrolling to recovery and selecting it.
Mine is like this, it struggles to turn on and when it turns on, it keeps looping the rebooting screen, I manage to get to the options there but in recovery it just turns off and does nothing, I didn't contact it in the water or anything.

I don't think it's a compatibility problem, I'll advice you restart your phone. If that doesn't work, clear data for the Galaxy Wearable app and restart the app. Note: make sure your bluetooth is switched on for the Active 2 and on your phone. Also switch on data connectivity, wifi preferably.
i want to go to setting and change my date but my touchscreen is broken and i cant conect to the bluetooth
That will be hard because the touchscreen support and rotating bezel are the only way to scroll through options.

in hard rest i dont have an option for recovery + in settings it say security policy restrict the use of rest .help

Open Galaxy Wearable app and scroll to download update section at the bottom to be sure that your Active 2 is updated to the latest firmware
If that doesn't work, restart your phone.

This looks like a software problem. Did this problem start of recent?
