Now it has been abondoned sincd 1990...
We had special made rail trucks for track maintenance and repair in the 1930s in USA.

Sure beats the ole Fairmont speeder we had. A flimsy curtain to keep out the wind, barely. No heat, winters were a tad frosty on the track.
As a vietnamese, I can say the "vehicle" from 0:00 to 7:00 belong to a local railway company, so it's like a special modified truck used for towing some small, lightweight carriage as in the video. I haven't even seen this kind of vehicle here before

I saw such vehicles in Vietnam 22 years ago. It is not a bad soultion for that purposes. In early years of the last century such vehicles were common on branch lines ( even for personal transport).😅
I think the word genius is being used a little loosely here
