Turns out the Tic-Tac-Toe decision tree is so small you can solve it with sheer brute-force, so a min-max algorithm which goes deep enough will just generate the whole decision tree from scratch. Ultimate tic-tac-toe, on the other hand, will have a min-max algorithm perform very poorly, because it's very hard to make a good heuristic for this game
For those curious, winning is going first and picking middle. Then pick opposite corner of the circle. Then pick another free corner or the corner that blocks the 3 in a row. Now you have 2 options of winning by going horizontally from the 2 corners you picked or diagonally trough middle. So any play made by the opposite player will allow you to win in your next turn
