The times you did not see it turning we had it locked down by wedging a 2 X 6 in it. My wind gauge will not measure below 1/10 th of a mile per hour and it will start up at less than that.

Why don't you put up a shield, perpendicular to the wind-direction, that protects the 'left' part of the windmill from the wind? You can make the angle to the wind smaller, in order to guide the intercepted wind to the 'right' part.
you know i was going to ask how much dead weight you could add to the bottom and not effect it much,add a clutch to the axle on the trailer then add a wheel in front and just drive the drive the thing to where it needs to go lol
