Sounds like you haven't traveled to Georgia and NC before, obviously. The city that totally flooded in NC (Asheville) is in the APPALACHIAN MOUNTAINS. North Georgia (ATL, etc) is very HILLY and North of ATL is the APPALACHIAN MOUNTAINS.

Most soil type in your neck of the woods gets saturated easily and is mostly held together by grass and trees. Piedmont and sandy mostly.
