I actually work at the Portland airport smarte carte and you do have to pay for carts no matter if they are out or not somebody most of not done there job because we are supposed patrol the whole airport and put them in the machines which actually pays us smarte carte employees to be there so you are actually dipping in to are wages when you get them for free in baggage or ticket area. They are only free when you are in international arrivals area. And we can't give out carts to any employees or customers because it is against the rules to do so.
It would be a good business opportunity for kids running back and forth getting the cart for free inside and delivering it outside to collect a quarter. You could be doing this all day, so good job for kids, it beats selling cups of soda on their driveway.

I can't remember an airport where you have to pay for cart though.. always for the grabs everywhere I needed one
