In some ways, the entire series might be characterized as 'filler' or perhaps more accurately an extended epilogue. The great accomplishment that would be the focus of most stories, defeating the demon king, is already long past. At least thus far, external conflict does not drive the narrative, because nothing in the current story is a real threat to Frieren. She's so dominant vs Aura that all those flashbacks were just her on autopilot while daydreaming about the past
Imho, the progression of the story is not about her overcoming obstacles to get to the end. Remember she's already been to the DK's castle; she's already endgame strong. Instead, it's about her coming to understand what the previous journey meant to her, realizing how much her old party cared for her, and sadly coming to terms with how she squandered all but the end of Himmel and Heiter's time. She's learning to value life. So if we focus on this journey by marking changes in Frieren's psychology from those early episodes to now (e.g. valuing her time with Old Man Voll and respecting his dignity, her declaration that Himmel was important, and her mentorship of her new party), I'd hazard this episode and others like it where she's been doing all this mental unpacking and applying changes are huge developments in her character growth.
Just my two cents. Perfectly fair to feel compelled by different kinds of stories.
