too funny, when my bird is about to bite me, he says "no biting. ..." and as soon as he bites me he yells "ouch" haha ... Yeah he kinda gives himself away when he says no biting . I just brace myself and take it.

In the parrot world, touching the feet is considered an act of aggression. Bowie pecking at your finger was probably his own instinct of protecting himself. I think the intelligent little creature said, "It's okay", to let you know that he's not mad at you for touching his feet with your hand (something he will see as a claw) and proceeds to giggle to lighten the mood. Parrots with a talking ability will try to use your language to associate their feelings and intentions too. My budgies hate when I'm too close to their feet but they don't mind the belly rubs.

The coolest thing about a parrot is that theyll come up with something gurbly to define what they mean in "human speak" when theyre upset but we cant wrap our heads around their attempts
What exact kind of parrot is he? I love him? My grandma had a young male parakeet, and he learned how to talk "too well" at times. My grandma had a chihuahua and she would say to the dog, " " "You need a bath, Twinkle" & "you're dirty" , she was a teacup chihuahua. One time the visiting nurse came by and the bird said to her "You're dirty...you need a bath!". 😅😅😂🤣 something I'll never forget all my life!!
