There was actually a smoking ban on the tube since a fire at Oxford Circus in 1984. The problem was that LU staff and the authorities looked the other way, in other words the ban wasn't strictly enforced (as uncovered in the investigation into the King's Cross fire in 1987). One of the lesser spoken about contributing factors that lead to the tragedy
Me and my mother went through Kings cross about an hour before and used escalator from Piccadilly line all was fine then I remember the wooden escalators made a screeching noise. I recall we got home and saw it on news. I was 6 but remember it all.
I was actually there on the tube, I was coming home from the barracks with my mate, I remember saying to him that it was”really hot down here tonight”. And then all hell let lose. We survived only because we did the opposite to what everyone was doing, and even now I suffer from that night.

18th November 1987, a call came through to soho Fire Station, "escalater fire kings cross full turnout" then everyone was calm as this was an everyday call but then a jet engine like flame shot up killing 31 people along with the station officer of soho red watch collin J townley he was found along with the a badly burned women he wasnt in BA and died later in hospital of smoke inhalation
That dull 'Whump' everyone heard was the thin steel sheets of the escalator handrail box been blown out as the hot gasses inside built up and ignited in the FIREBALL THAT FLASHED DOWN ON THE HEAD OF WITNESS AT THE TOP OF THE STAIRS! The so-called trench effect was a cover up and easily refuted by the test that showed flames prefered to travel up into the handrail box!
Once again, first responders stepped up to the challenge. But hey, who cares, right America? Let's defund them all because of a couple of sociopaths in Minnesota. God Help Us All.

Survivors all say the fire suddenly blasted down on them from above and policeman reported fire in handrail box. Yet professor and all media said witness didn't know the truth! Experiment showed fire at bottom of escalator preferred to go into the handrail box! But professor is still famous for the escalor fire theory!. The truth is that the fire was choked in the escalator box, wall panels and space unde escalator. All burned without enough oxygen an dthe fumes off the rubbish and grease turned into carbon monoxide which exploded into flame just as witnesses said - and it is deadly to inhale. investigated possible causes of ignition, the rapid spread of the fire and the catastrophic loss of life. Its report reached no conclusion as to the initial cause of ignition, but attributed the rapid, gaseous spread of the fire to a buildup of carbon monoxide gas due to oxygen-deprived combustion in the enclosed space above the false ceiling of the Melody Lounge. The gas exuded from enclosed spaces as its temperature rose and ignited rapidly as it mixed with oxygen above the entryway, up the stairway to the main floor and along ceilings. That so-called trench effect was articifially induced by professors staff by making a mockup with low ceiling when the actual fire site had a high ceiling. The ferocity of the fire after the initial blast was actually due to Atmospheric Press feeding vast amounts of fresh air in from all the connecting tunnels and stairs.
