I have mine in full shade, but I think I made a mistake by elevating them off the ground about 3 pallets high, because I didn't want other things colonizing them and competing with the mushrooms. Should I place them closer to the ground? It's been a year and nothing has fruited yet.

Keeping them off the ground is good, but you only need them a few inches off the forest floor. The higher they get the greater the risk of the logs drying out. I would only use one pallet as that's sufficient. That all being said logs can take their time fruiting and depending on the variety used it may just not be the proper temperature yet!
