im pretty sure in cold war if they had gone to a different location on the map the mangler would respawn

Manglers can be fidgety but if there are teleporters in the map (i.e. firebase, forsaken) you can force-respawn them near to you. Unfortunately i don't know how effective that would be during a defense round considering that he spawns are likely different for those rounds.
