It's called de-escalating the situation. If the police had just bullied in and charged her there would have been ongoing animosity, the community would have taken sides and who knows were it would have ended. What I've noticed is that 1st & some 2nd generation Africans(migrated to America) sympathize and identify more with Whites than AA's. It's the colonization. This is NOT applicable to ALL Africans.
