The whole way you frame this discussion is stupid. Headgear never has and never will prevent the risk of concussion. HOWEVER, it has the potential to REDUCE the severity of concussion. Even though the foam may be relatively thin, the fact is that it does absorb some portion of the force of the impact and will therefore to a certain degree reduce the force of acceleration felt by the head during impacts. It doesn't prevent concussion, but it does have the potential to be the difference between a bad concussion and a lesser concussion.
The point of a skull cap is to prevent cauliflower ear not to protect you. I make my Little Brother wear one but he plays better with one because he is more confident because it makes him FEEL more safe. It isn't actually designed to stop head injuries. It might stop minor bruising and cutting but it is't designed to prevent damage to the head. I wear Ear tape because I find it more comfortable but it is less effective. It is person preference weither you wear a skull cap, tape or nothing.
This study, in my opinion, was not scientific. First it looked at one aspect of protection only. Second the situations are not duplicated, as people in headgear may feel safer, and try bolder confrontations and bigger risks. In "like for like" collisions does it protect better? It seems obvious they do. Also in colder weather the headgear may help you think more clearly by protecting from cold.
The "Scrum caps" are not supposed to help prevent concussions...they are ment to protect the ears of a player at the lock and 8 man positions...this prevents them from getting colliflower ear
The headgear just doesn't look very large. Too little protection. But if it prevents cauliflower ears then I'd wear it, that kind of disfigurement looks creepy.

I would wear a headgear because I always worried how my hair would look without gel. LOL

I bought it for my Mom who has a walking problem. Sometimes after a stroke she loses control and this will be a perfect protection :D

The main reason why rugby players wear it because so they don't get stuffed up ears in the scrums especially forwards i don't know why backs wear it
