@@rougerevery simple just take a random sample of 1% of each country and ask them question.
Being a regular user of mathematics/statistics I can suggest one thing to everyone who's sceptical about the formula used behind such index.And for that you don't have to come from math background. We know our country very well ,just take a state which you think is performing very well ,say , Maharashtra or Tamilnadu or Gujrat and put its own data in the formula and see what's the ranking.Similarly take a state which is backward compared to the earlier said states ,say Bihar or UP or Rajasthan and see the ranking . You'd know yourself if the formula works or not.Again ,no need for any statistical or mathematical background.

According to UN sustainable development solution network people who marry 4 and have 12 kids after that all of them are in queue for atta are more happy than people marrying 1 and having two kids , storing essentials for at least a month are more depressed and unhappy. Then we love to being depressed and sad.
