It's an obtuse high-risk high-reward wincon with very little room for error. The difficulty of piloting it versus the benefits the team provides over conventional choices is not worth it for most. It's a type of team that shows a lot of strong matchups versus standard teams, but it's conversely 1 mistake away from those strong matchups turning into completely bricked games.
Wolfe himself has talked about how it's extremely high skill floor and meta dependent. You have to EV in a very studied and particular way with a very non-conventional playstyle, so it's reasonably rare for there to be a combination of high level play mixed with the playstyle required to succeed with Perish in addition to the regulation being viable for it.

It's a gimmick not exactly how the game usually played. I'm not saying it's bad but no one have cooked it yet and can play it as well as Wolf.
