Japan has Industrial leagues, where many players who fall through the cracks of post-graduate high school and college players end up working for one of the Industrial companies - with baseball on the side. These are typically fringe players who may be good enough to earn a pro spot - if the system were big enough. Even though it's treated as 'amateur', it's as tough as a pro league to stay in. It's quite competitive. The only reason why it's 'amateur' is because they technically don't get paid to play baseball (but they do get paid for being a company employee... it's weird). It's not unusual for someone to develop well enough to get drafted or outright signed from the Industrial Leagues. The 2024 NPB draft just had lots of guys drafted, and some potentially good talent. Several guys touching the upper 90's with their fastball got drafted.
"workforce" refers to industrial amateur leagues Dimm. Basically corporate men's league but higher tier teams has prospects bidding their time to get scout exposure and drafted. Examples include Nomo and Junichi Tazawa. Goes back to as early as high school ball fyi.

Players can be drafted to the majors from this league, and former major players can find themselves playing in the league after they wash out of the majors. The game is saying that because players in the Workforce League have been in the workforce, they get along with others right away and are adept at building rapport with others. “Talka” is actually “Talk Ability” and is his level of gift of the gab.

Unfortunately it likely never will, Japan is very exclusive with their licensing rights you have to go through a million hoops just to find any NPB footage
