The borders appear on Pokémon because Pokémon is a Super Game Boy enhanced game, which means that it has borders in the ROM that the Super Game Boy (An official SNES accessory that's basically the CPU, Memory and card slot from a Game Boy on a SNES cartridge to allow Game Boy on SNES, much like the Game Boy Player for GameCube except it only supports original Game Boy and not Game Boy Color or Game Boy Advance.) displays onscreen.

If I remember right, there was a better version released later on by a different side company that didn't have the erase data issue and worked with the full color ones.
I believe that both of them worked with leaked devices from back when the PlayStation was going to be tied to the SNES as a disc drive expansion semi-similar to the SEGA-CD was for the Genesis, but the project fell through later in development in favor of the N64.
Sony took what they had and improved it to make their own system, and there were several things tied to development tools that Nintendo had made for the prototype that disappeared in transit as it were, often with 3rd party developers who were read in to work on games for that system and were not happy when Nintendo pulled the plug there.
So other party manufacturers got their hands on bits and pieces, letting things like that be developed and deployed.

When I was a kid, I helped my dad work on a project that turned one of the GameSharks they made that went into the parallel port into essentially a removable modchip by overwriting the gameshark with UniROM to play burned games on it without having to disc swap or physically mod it. Game Shark was hella fun. For all the young kids out there, it was basically modding but all you could get was infinite lives, invincibility, infinite ammo, that sort of thing. Sometimes, some games, you could unlock stuff for free and generally see things you might have never gotten to experience due to a lack of an excuse to experiment, skill limitations, ect.
Once you could mess around in 2 player split screen and not hurt each other by being bad it relieved a lot of tension and you could have so much more fun.

Much like using CheatEngine on PC games, except not quite as sophisticated. Most cheats just found the memory address where health or ammo was stored and froze it at a chosen value.

It worked with a chip that plugged in that port and you had to install a spring that was always pressing down on the safety thing that told the PS1 the cover was closed. It also worked with Gameshark cheat codes and had a debug mode. I remember being absolutely freaked out running around in the FF7 debug room. Characters just standing in a line that said random things or did random things that I didn't understand what it did. I still remember thinking it was like Hell for the characters.

Does make one wonder if you could somehow make a fancy adapter that would play GBC games in black&white on a original system... Perhaps by overclocking the original system, adding some additional ram to the cartridge, and using a custom memory bank controller chip.

I still have a bootleg contraption, no idea what it’s called because it’s all in German. But you put it into the back of the PlayStation and keep the disk compartment open with something. You put a real game in, it spins and stops right when it knows it’s read a game, but not what game it read. Then you can put in any ripped game on a cd and play it perfectly normally.

I had a adapter back in like 2003-2004 I think that I ordered from Japan and used it to play a bunch of Japanese PlayStation games I would order when I realized they had all the good titles.

Ive been going through the comments and no one has mentioned this, so fun fact. Nintendo helped Sony create the ps1. They partnered with Sony to create a CD add on for the N64 but pulled out at the last second deciding instead to go with Phillips, Sony was already too far into development, so they decided to make their own game console, so in other words Nintendo created one of their biggest competitors.

The ironic part is that Nintendo is the whole reason PlayStation exists. Nintendo wanted to move away from cartridges and start using discs, so they hired Sony to develop a system that could read game data from a disc. Sony developed the system but Nintendo opted to continue using cartridges and canceled their deal with Sony. Then Sony decided to go ahead and use their new system in their own game console and hence the PlayStation was born

That Port could also be used for devices used to play games from other regions. One of the devices was called Dragon Hacker and looked and functioned very similar to a game shark. The device also had a feature for cheats like the gameshark. If memory serves the same codes would work for it too.
