There is a need here to focus more on prevention rather than cure - there are conversations that can be held and a framework of agreements with some sort of a RACI matrix to secure "buy-in" on how to reduce risks and issues that create conflict. Another focus can be on RAID management - how do you track risks, assumptions, issues, and dependencies and supply the right information at the right time to the right people to eliminate some causes of conflict. A third solution is to focus your team on training and "tuning" themselves to work within the constraints seen - and to do this with grace and aplomb.
