@@s1ippy216They establish who Roy is at the beginning of the film. Also the whole story's build-up leads you to believe that Tommy is the most likely person to be the new killer. Outside of the movie itself is a good mislead as well. If you watched it when it came out then there's not a huge reason to think Jason isn't actually dead. If you watch it more recently not everyone knows that Jason isn't always the killer.
