You only can farm iron and birch with a horse in the north. Without horse no iron and no birch. Broken chart event only makes sense if the stable is complete

When you were in level 70 did you see any broken cart event happening?
Were you also able to farm iron and steel too?
There are 2 ways to spawn broken cart event:
1)Keep your energy at 50 or below
2)Talk to Scout in Scarlet Angel Camp

you can't,, you will lose the item permanently if you die in heroic mode
