Becomes easier to gain motor control this way. A weaker muscle can't be expected to contract maximally in its maximally lengthened position ( outer range) Therefore it is advisable to put the weaker muscle in its shortened position and then exercise them isometrically / eccentrically before progressing to concentric Exercise ses and outer range muscle works
Depends on many factors. Please refer good research articles to have better understanding of role of electrical stimulation in Hemiplegia Rehabilitation
