If Congress would start doing their jobs and prepare the budget then they could make things happen. Before covid allowed everyone to stop doing their jobs they would slash the agency’s budget if they were uncooperative, not doing their job or screwing up in general until they fixed the problem like Congress required. Now they have hearings and nothing comes of them because congress doesn’t have authority to anything other than the budget and make laws. Enforcement is done by the executive branch and Biden administration isn’t going to prosecute anyone for doing what they had them do. So we watch the people get talked to harshly while they’re being paid their salaries of hundreds of dollars per hour.
