How would you combat the use of thermal imaging? It's pretty easy to get hold of thermals which are cheaper than most high-end nvg's. What sort of concealment options do you have? I imagine it's pretty difficult to do anything if you encounter contact using thermals.
There are thermal camouflage technologies but they are not quite available for most of us, but again most the time you would be fucked especially with more High end systems
Micro-terrain, rudimentary thermal camo utilizing thermal reflective material (Mylar is an insulator, but reflects IR a bit, granted not perfectly) or thermal insulated material (Al-Qaeda and the Iraqis utilized wool blankets to hide from earlier thermal clip ons and such), spectral camo, etc. As Uncompliant said, more traditional thermal camouflage is a bit out of civilian reach, although there are things such as Beez Combat System SPECTRALFLAGE stuff. A lot of it is also very situation dependent, as you may not just be running around with a blanket over top of you. I am not someone who has been in combat, I only know a bit of the IR spectrum and how it works. So please take my comment with a grain of salt. Thanks!

Arcturus heavy duty survival blanket is mylar lined and is fairly lightweight and portable. You could add shock cord to the outside and attach natural vegetation or whatever suits your environment. I haven't tested it but it seems like it'd work
Drap something that fits the environment over yourself in front of a large pane of glass/bay style window. Thermals don't see through most glass, even basic windows. I've looked at a running car engine through a window using a high end thermal, and all you see if your own reflection's heat.
