A cop can not be the complainant AND enforce a trespass with no crime committed on PUBLIC PROPERTY. PERIOD.
Yes, only a signed affidavit by a private citizen can lead to a warrant, and police may not contact a citizen without both, and the warrant must state specific bodily injury or property damage. And a judge must be presented evidence in court of said damages/injury. They violate federal law on every traffic stop, period.

You do not just get to say what is secure and what isn't.

The area where the vehicles are is NOT secure if there is no signage stating no unauthorized people. If no one was there to see then anyone can walk right through there.
So the cop at the accident scene will have to stop every car with a dash cam & go to every business near as well.
4th amendment no search or seizure without a warrant. There is no crime when it's a policy only. Unlawful orders

Lady records 3 seconds of the accident n the "officer" wants her footage because it's evidence while the rest of the footage is hearing him copsplaining the situation 🤣 I'm sure in his investigation he went over to the Wendy's n asked for their footage of the accident🤣🤣

You can't decree something private or restricted property on a whim. It needs to be correctly demarcated. I would've stepped off that curb and ask for the formal trespass. It's nice hearing Hooper be so humble and say he doesn't consider himself one of the greats yet. But at one of the earlier press conferences(start of the first day I think)...one of the athletes tried to clown Hooper and yelled something about, stop thinking too much, lift it up and put it down. I don't think it was in a playful and friendly manner...because Hooper snapped back at him that he has 24(or something close) podiums in a row so he must be doing something right. There is no crime with accidents unless a person was filming the accident. If they want to pay $5000 to enter into a contract then they absolutely are not obligated to work with the officer. This Resist, delay or obstruction...
The act of recording did not resist any actual charge or arrest against the individual, neither did it delay the actual ability of the police to further investigate on their own, and any delay that happens is a result of the cop wasting his own time trying to bully someone for filming.
I would argue further that since she was not under arrest nor the subject of the original vehicle or any actual party, she could not be seen as creating a physical obstruction to the investigation in it's existence, nor is she a part of the event, nor groups that are involved, and as she is a distance from the event, she couldn't possibly interfere physically in the scene or personnel on it.
First amendment protection says he couldn't hang an obstruction charge to criminalize what she was doing or attempt to take away her equipment under fourth amendment privacy in order to get her identity she would have had to commit some legal crime, which she had not.
We see this as the "Chicken and The Egg" legal theory.
There's no actual fore crime, so they are trying to manufacture a new way of making a crime in order to get around the absence of an original charge or violation.
They use various tactics to create charges and then they actually try to make these charges stand up and will in fact try to make innocent people into bad criminals out of retaliation and spite for being exposed during their crooked actions by certain people.
This is compounded by the dirty departments and bad government entities that help prosecute the innocent for doing something right.

Lt. Unless you have the proper signage to restrict this area, then it publically accessible and he can be here. A sign saying police vehicles only does not stop foot traffic. Learn the law and put up proper signage.
