That Karen can’t be the complainant in “disorderly conduct” because none of the words were directed towards her “inciting her.” His warning meant absolutely nothing. A cop can certainly even arrest a federal officer if that officer is committing a crime.

The only difference between federal, state, county and local authorities is jurisdiction.
Once an arrest has been made on federal property, the criminal and evidence would be turned over to the office having jurisdiction.
This is done since it would be highly unlikely that a federal officer (FPS/DHS) would be present at the time.

This technically changed in January because of a federal ruling in florida. Law abiding citizens and employees are allowed to carry in a post office apparently.
