I have a theory: Cicada's goal is to kill Meta-Humans, right? But, which Metas should he kill first? I think that he has a list of priorities, and on the top of his list are members of Team Flash because they make the most problems for him. The default first priority on Team Flash would be The Flash, right? Well, Flash is out of the picture because he has a daughter, and Cicada don't kill people who has children because his daughter is sick and all of that. So the next on the list will be Vibe. Why him and not Elongated Man? Because Vibe is more powerful (I'm pretty sure that inter dimentional travel is more powerful and streching). So Vibe is above Elongated Man, but behind Flash because Flash has a daughter.
He just seems to be selecting and tracking down ACTIVE meta humans after the fight I guess he researched Vibe and found someone he thought he knew,but as to WHY as why at all I think that will be answered later in the season
Just think she grew up knowing a lot about him but never knowing him knew she had powers but couldn't use them so know she is trying to gain as much as she can from the people that she loves and protects
Man Nora is showing better potential than Barry sometimes. Using Flashtime to think was extremely smart, and should be used more for speedsters. Oliver already said Barry has all the time in the world to scope enviroments and situations he just needs to do it. Lessons taught in season 1

Edit: oh right, doesn't seem to be from his torso, maybe by injuring a meta with the knife makes the same injuries on cicada

They always underused the speed powers, I guess for flashy close up effects. All you need to do is grab a coin, pebble, whatever, run for momentum, and throw it at the bad guy at a distance. If you don't want to kill, thrown a foam ball or something softer.
