you can beat RE3 if you're not a S.T.A.R.S member or get in the way of killing Jill, Nemesis only kills people trying to protect Jill, or just Jill. all you gotta do is walk out of the city, and keep walking till you reach next city or town over. Let's say you spend each of the few days to walk 12 of 24 hours, you'd either escape, or you could even hot wire a car, and if reaching a road block or something, just hot wire another car and repeat until out of the city and the air strikes range.
