Grenadiers. As the senior regiment of foot guards Grenadier Guardsmen wear buttons on their tunics spaced regularly (or in ones). Welsh Guardsmen wear buttons on their tunics in two groups of five, as the youngest of the five regiments of foot guards. Septem Juncta in Uno.
That's the Band of the Irish Guards (blue plume) leading a detachment of either Grenadiers (white plume) or Welsh Guards (green & white plume) back to Victoria Barracks. (Hard to tell, here, because the video is too out of focus.) However they are definitely not Coldstream Guards; they wear a red plume on the right-hand side of their bearskins.
